Job description: The Specialist, Institutional Learning Team will be part of a Planning, Monitoring, Evaluation, Accountability and Learning (PMEAL) tandem for a programme carried out in a consortium and focused on Freedom of Religion and Belief (FoRB), implemented in Ethiopia, Kenya, Mali, Nigeria, Uganda, Iraq, Indonesia, called Joint Initiative for Strategic Religious Action (JISRA). JISRA will be implemented over five years (2021-2025) by an international interfaith consortium. JISRA will work within and between religious communities and with authorities to build bridges between divided communities and challenge divisive policies and practices to strengthen FoRB. The optimal candidate is a team worker and has a strong ability to deliver technical leadership in monitoring, evaluation, and learning.
The Specialist will be joining Search’s Institutional Learning Team (ILT), a global, dynamic, diverse, and engaged team at multiple levels of the organization and with external partners. ILT is an integral part of the Strategy Alignment Department, composed of a set of global technical teams working to enable all people and teams within Search to directly contribute to the formation and implementation of the organization strategy. The Specialist will have a close affiliation to Search’s Religious Engagement Unit, European Affairs and Partnerships team, and the Global Policy and Outreach team. The Specialist will work closely with the consortium, with relevant country teams and with the global monitoring, evaluation, and learning team.
The recruitment is conditional on signing the relevant grant agreement.
- Active member of the Institutional Learning Team to enhance learning, reflection and evidence-based decision making across the organization and in the field of religious engagement;
- Individual contributor with senior-level expertise in learning processes and technical capacities relating to monitoring, evaluation, and learning in the context of FoRB
- Coordinate the global level MEAL of the 5-year JISRA programme
- Provide guidance and capacity building to the country teams so they can follow the PMEAL framework
- Ensure monitoring information, learning elements and knowledge agenda items trickle down into the country teams and beyond.
Strategy Execution & Learning * Provide expert-level technical leadership in implementation and review with in-country, and global teams within the consortium, seeking alignment with the organizational and consortium strategies.
Planning * Set technical objectives within teams that support our standards, and participate in planning to ensure consortium annual objectives are relevant for consortium and organizational needs.
Organizational Performance * Provide technical leadership in reflection on strategy, and implement action plans to address bottlenecks to performance;
- Articulate priorities for staff performance in technical areas of expertise, and share input with teams setting objectives for staff.
Evidence & Impact * Guide teams to ensure they increasingly produce learning documents (includes research, M&E and programmatic best-practices) that uphold the consortium and Search standards for assessing program impact and building evidence, and provide review and approval for necessary documents;
- Lead teams to produce research and analysis that contributes evidence to the broader field in line with the consortium learning agenda and global standards for assessing impact;
- Engage in program and strategy development, leading and reviewing drafts, with a focus on feeding evidence and lessons learned back into programmatic design.
Technical Positioning * Use priorities and opportunities within the portfolio to provide technical backstopping, resources and training that improve the consortium program quality and impact in line with the goals of the consortium.
- Develop initiatives that support staff build skills within networks of technical expertise in the consortium and organization, in line with team priorities;
- Serve as a leader within technical networks to channel learning back into programming, serve as a focal point of technical expertise with external groups, and position consortium partners as field leaders affecting FoRB policy and practice globally;
- Ensure staff build professional skills within the consortium and organization’s learning platform and lead development of relevant training and resources for technical growth.
- Bachelor’s Degree in Monitoring, Evaluation, and Learning, Political Science, Religion, International Relations, Conflict Studies, or related area;
- Minimum of nine (9) years‘ of work experience in an NGO setting;
- Demonstrated experience in design, monitoring, and evaluation methodologies;
- Knowledge of data analysis software (e.g. SAS, SPSS);
- Proficient in use of Microsoft Word, PowerPoint, and Excel;
- Strong communication skills, with excellent written and spoken English;
- Excellent organizational capacity; flexibility, strong sense of initiative and autonomy in work;
- Proven cultural sensitivity and adaptability with high standards of integrity, professionalism, and impartiality;
- Excellent interpersonal and networking skills, as well as the ability to conduct professional relationships;
- Strong commitment to values in data-based decision making, transparency, community empowerment, and program learning;
- Able to work independently and effectively in a team environment
- Detail-oriented and highly organized, with a proactive approach;
- Ability to multitask and work to meet tight deadlines;
- Ability to travel internationally.
- Experience living or working experience in a conflict geography where Search works preferred;
- Experience of peacebuilding or religious engagement related work in Iraq, Mali, Nigeria or Kenya preferred;
- Fluency in another European language – French, and/or Dutch preferred;
- Familiarity with monitoring, evaluation, and learning in the context of Freedom of Religion and Belief programming preferred.
